Can´t "see" My Time Machine on a PC

I thought that my Time Machine should turn up as a device in explorer on my PC. Why doesn´t it?

I´ve heard from a collegue that he droppped a file to the time machine on his PC in explorer and then picked it up from his MacBook. So therefore he can "see" his Time Machine on a PC. Why can´t I?
